Responsibilities:
WOP-SEE Business (Work and Financial) Plan Implementation - this entails elaborating on the workplan outlined by the business plan and implementing priority activities in relation to available resources. The consultant would also lead fundraising activities for the WOP-SEE platform, in line with objectives and opportunities identified in the business plan. Communications and Advocacy – The consultant would lead communications about WOPs within the regions by delivering presentations at relevant fora, documenting ongoing and completed WOPs activities, preparing content for the WOP-SEE page of the GWOPA website, preparing and disseminating bi-annual newsletters, and coordinating other communications activities, as necessary. Networking and Platform Building - strengthening contacts with existing WOP-SEE stakeholders and expanding the network to include other relevant actors by understanding their interest in, and potential contribution to, the platform. Specifically, efforts are to be made in strengthening contacts with the existing joint secretariat and steering committee members, and establishing new contacts with relevant national water associations, civil society, labour unions, private sector and development partners, as appropriate. In support of resource mobilization activities, developing contacts with ongoing WOPs supporters and implementers inside the region as well as in Western Europe, will be essential.
Education:
The consultant should hold a Masters Degree(s) from well known university in Environment, Management, Economics or another relevant discipline. Significant relevant work experience can be accepted in lieu of a higher-level degree.
Experience:
A minimum of 10 years of substantive professional experience in project management, preferably related to basic service provision. Experience working internationally and with multi-stakeholder teams is a distinct asset. Experience with institutional capacity building, particularly twinning. Familiarity with the South East European water service sector and capacity building; good understanding of the roles of key regional actors ( donors, municipal and water associations, private sector partners and academia); Good understanding of network organizations in the sector at the national or regional levels. Strong writing and presentation skills, inter-personal skills and a demonstrated capacity for task planning and timely delivery.
Language:
Very good command of written and spoken English is a requirement. Ability to communicate and understand written material in other languages of the region is desirable.
